Amendment C148 - Extension of Darebin Development Contributions Plan 2004-14

A Development Contributions Plan (DCP) outlines the contribution required of developers towards public infrastructure projects over a 10 year outlook. The DCP is administered through the Planning Scheme and is an Incorporated Document to the Darebin Planning Scheme.

This Amendment (C148) is required to provide a mechanism to expend ‘unspent’ funds remaining following the completion of the collection period of the Darebin DCP. The Darebin DCP was adopted by Council in December 2003 and was in operation since August 2004. The DCP concluded in June 2014 and Council ceased collecting contributions from that point. At its conclusion, the DCP was “in surplus” by $6.485 million (in ‘unspent funds’).

The unspent funds are attributed to Council:

  • collecting more contributions revenue than forecast (due to significantly higher than forecast rates of development) and
  • Council not completing some projects identified in the DCP.

Under the Planning and Environment Act (1987), Council must undertake a Planning Scheme Amendment to provide for the expenditure of any unspent or surplus funds. Through this Amendment (C148), Council has amended the DCP to facilitate the expenditure of the unspent funds on an infrastructure project that will have a municipal wide benefit - the proposed Outdoor Multi-Sports Stadium. The Stadium has been identified in numerous research reports as a necessary facility, to meet an identified community need and to provide municipal wide benefits to increase participation rates in sport and physical activity
