  • Residential Zone Changes

    The State Government has introduced a number of changes to the residential zones in Victorian planning schemes. The changes were introduced to the Victoria Planning Provisions and all planning schemes by Amendment VC110 on 27 March 2017.

    These changes follow a review of zones that were introduced into Victorian Planning Schemes in 2014 by the Managing Residential Development Advisory Committee. View the Commitee's final report.

    Council is currently considering the changes to the zones.

  • La Trobe National Employment and Innovation Cluster Draft Framework

    The VPA has released the La Trobe National Employment and Innovation Cluster Draft Framework plan.

    Details about the LTNEIC Draft Framework plan can be found here.

    A public drop-in information session will be conducted on Tuesday 28th March 2017 from 5:30-7:30pm at the Preston Town Hall, 284 Gower Street, Preston. This will include a short presentation commencing at 5.45pm and opportunity for people to discuss the plan with officers directly.

    This follows the launch of Plan Melbourne 2017-2050.

  • University of Melbourne Health Impact Assessments

    Late in 2016, University of Melbourne Health students enrolled in the Masters program undertook a series of Health Impact Assessments at the T.W. Blake Reserve as part of their studies. The results and recommendations from these studies are available in the Document Library section of the NURP website. Council is looking into the feasibility of incorporating some of these recommendations into the NURP design process.

    Amendment C136 for the St Georges Road Corridor has been approved by the Minister for Planning and came into effect in the Darebin Planning Scheme on 15 September 2016.

  • Panel Report received for Amendment GC42

    Darebin and Manningham City Councils have received the Panel’s report on Amendment GC42 to the Darebin and Manningham Planning Schemes following the Panel Hearing on 6 June 2016.

    The Panel are supportive of the Amendment to introduce ESD policies into the two Planning Schemes, concluding that it “is both sound and strategically justified”.

    Darebin City Council will consider the Panel’s report at its meeting on 15 August 2016.

    The Department of Education has proposed to rezone the former Ruthven Primary School site at 74-76 Glasgow Avenue Reservoir and former Lakeside Secondary College site at 31 Radford Road Reservoir.

    The State Government identified both sites as surplus and the rezonings will enable the land to be sold.

    The rezoning proposals are being considered by the Government Land Standing Advisory Committee, who will assess and make a recommendation on the proposed changes to the Minister for Planning.
    The public exhibition and submissions period closed in May 2016 and a public hearing by the Advisory Committee was held in June.

    The Committee is tasked with preparing to prepare a report to the Minister for Planning.

The review provided opportunity for councils, communities, stakeholders and individuals to make submissions about their experiences with how the zones were applied and how they are working.

    To support this process, a series of ‘state of play’ reports have been produced by the MRDAC, which analyse the application of the zones across the state. Implementation of Darebin’s residential zones is provided in the Northern Subregion, Residential Zones State of Play report.

    Further information about the MRDAC, progress updates and key dates can be found on the MRDAC website.

When a decision will be made is unknown at this stage, but Council is working with department staff to assist where possible and is hoping a decision will be made by mid August.
