Amendment C152 - Changes to Residential Zones

The Minister for Planning did not approve Amendment C152 to the Darebin Planning Scheme.

Council is determined to implement the intent of this planning scheme amendment in the best interests of our community. Consequently, Council is writing to the Minister for Planning to understand the reasons for the Amendment's refusal, and will then determine next steps.

The Minister's decision does not affect Council's adoption of the revised Darebin Housing Strategy (DHS). The DHS establishes Council's vision for housing growth within the municipality, and was used to inform the application of the new residential zones.

Background information

Amendment C152 built on work undertaken in Amendment C144 and the Darebin Housing Strategy to apply the Neighbourhood Residential Zone (NRZ) and the General Residential Zone (GRZ) across the municipality. Darebin Housing Strategy was also proposed to be revised and was adopted at the Council Meeting of 15 June which is available for viewing here.

Amendment C152 is one of a series of Amendments (including C144 and C147) that seeks to implement the Darebin Housing Strategy 2013 (Revised 2015). Amendment C152 recognises the need to achieve a positive balance between growth and the recognition of neighbourhood character through the application of new residential zones. This will reduce Darebin’s exposure to development pressure and provide greater certainty as to what development expectations there are in Darebin’s residential neighbourhoods.
