Your City’s plan to support a vibrant, diverse and sustainable local economy

The Darebin Economic Land Use Strategy sets the direction for industrial, retail and commercial land use in Darebin – and for the economic health and resilience of our community - for the next 20 years.

Economies nationally and regionally are undergoing significant change, and the local Darebin economy is no exception. Darebin is experiencing a marked shift in the nature of businesses and employment, including the same exodus of traditional industry that inner suburbs saw a decade ago.

While manufacturing will continue to contribute to the economy and employment here, our industrial base will shift more towards wholesale trade, service industries and emerging advanced manufacturing.

Our retail economy is shifting too. Northcote’s café culture is moving steadily northward and lifestyle based retail activity and services are growing ever more prominent. Smaller retail pockets – some with as few as 5-10 shops - are also coming back to life.

Planning for how our land will be used simply can’t be ‘business as usual’. Our challenge is to prepare for the structural economic changes ahead, and guide the City to:

  • Ensure a vibrant, adaptive economy that can capitalise on emerging trends;
  • Provide a broader economic base and more diverse employment opportunities;
  • Make optimal use of our finite land resources; and
  • Ensure sustainable business practices and deliver quality urban design outcomes.

How is the Economic Land Use Strategy being used?

The Darebin Housing Strategy has been implemented as a key policy platform in the Municipal Strategic Statement (MSS) of the Darebin Planning Scheme. The new policy was introduced into the Scheme via Planning Scheme Amendment C138.

The Strategy will inform planning scheme amendment decisions to rezone land as required.
