The Darebin Housing Strategy: Your city’s plan to meet the changing housing needs of our growing population

The City of Darebin’s growing appeal as a place to live, work and invest is also bringing with it considerable change and challenges such as:

  • Steadily increasing population and shifting demographics
  • Pressure on existing housing, employment and services
  • Development pressure and concern for the character of our neighbourhoods
  • Environmental sustainability demands to meet new challenges
  • The added considerations associated with changes in new State Government planning policies and zones.

Darebin’s housing challenge goes beyond just preparing for sustained population growth, though that alone is a significant task! It’s also about well-being, quality of life, the environment, and creating places where people want to live and take part in the community.

The Strategy sets the direction for how land for residential development is undertaken in Darebin for the next 20 years. The development of the Strategy involved extensive research into housing data and trends as well as broad scale community consultation and participation including workshops, forums, questionnaires, one-on-one meetings, and the consolidation of all of your feedback from letters, emails, phone calls and a purpose-built interactive website.

To explore how the Strategy proposes to accommodate Darebin's growing population and housing needs, take a look at the Housing Change Framework Map. Housing Change Areas provide an indication of the appropriate level of change in terms of the intensity and type of residential development that will be supported where residential uses are permitted under the Planning Scheme. These Housing Change Areas provide the community and the development sector with greater certainty about the envisaged level of residential change to expect in different parts of Darebin. How is the Housing Strategy being used?

The Darebin Housing Strategy has been implemented as a key policy platform in the Municipal Strategic Statement (MSS) of the Darebin Planning Scheme. The new policy was introduced into the Scheme via Planning Scheme Amendment C138.

The Housing Strategy also informed the preparation of further planning scheme amendments to implement the new residential zones in Darebin as follows:

Planning Scheme Amendment C144 - initial application of the Neighbourhood Residential Zone and General Residential Zones, with refinements to the Housing Change Framework Plan criteria for minimal and incremental housing change areas.

Planning Scheme Amendment C147 - application of the Residential Growth Zone to four substantial housing change precincts.

Planning Scheme Amendment C156 - application of the Neighbourhood Residential Zone to additional precincts in Darebin.

Further planning scheme amendments are planned to implement the Housing Strategy.
