ABOUT AMENDMENT C144 - NEW RESIDENTIAL ZONES

In 2013, the State Government released a suite of new residential zones to replace existing residential zones. The purpose of the new suite of zones is to give greater clarity about the types of development that can be expected in any residential areas in Victoria. The role of Local Councils is to identify areas to implement the new suite of residential zones including the General Residential Zone, Neighbourhood Residential Zone and Residential Growth Zone.

As part of Amendment C144, we have implemented the General Residential Zone and the Neighbourhood Residential Zone only.

As part of Amendment C144, we have implemented the General Residential Zone and the Neighbourhood Residential Zone only. This Amendment affects all residential land in the Municipality.

    From Wednesday 7 May to Friday 9 May 2014, draft Amendment C144 was considered by the Residential Zones Standing Advisory Committee.  For further information about the Advisory Committee, visit www.dtpli.vic.gov.au/residential-zones-advisory-committee.

    The Advisory Committee process involved consideration of submissions to Amendment C144. Submitters included Council and diverse community members such as residents, community groups and built form professionals. You may be interested to view the submissions here.

    Amendment C144 is now at the stage where the Standing Committee have considered all submissions and have prepared a report which recommends a way for the Amendment. This report is...

This report is with the Minister for Planning who will decide on the final details for the Amendment. At this stage, the report is not available to Darebin Council or the wider community.

    At the Advisory Committee, Council tabled a number of changes to Amendment C144 to respond to submissions and enquiries from the public and; to correct mapping errors in exhibition documents.

    The tabled changes can be viewed under 'C144 Public Hearing - Tabled Changes to Exhibited Material' in the C144 Document Library section of this website.     In short, changes proposed by Council included:

    Regarding Schedule 1 of the Neighbourhood Residential Zone (NRZ1):

    In short, changes proposed by Council included:

    Regarding Schedule 1 of the Neighbourhood Residential Zone (NRZ1):
    • Removal of the 250sqm minimum lot size for subdivision requirement 
    • Change in how the maximum height is measured - 2 storeys instead of 8 metres
    • Provisions for existing development in the NRZ1 to retain existing number of dwellings and building height in the event of redevelopment
    Regarding Schedule 1 of the General Residential Zone (GRZ1):
    • Change in how the maximum height is measured - 2 storeys instead of 8 metres
    • Provisions for existing development in the GRZ1 to retain existing number of dwellings and building height in the event of redevelopment
    Other changes:
    • Application of the Neighbourhood Residential Zone to land abutting the Darebin Creek in the area between the railway line and Heidelberg Road in Alphington - as shown on revised planning scheme zone map 18.
    • Change the proposed zonings of several Department of Human Services housing sites
    • Application of the Neighbourhood Residential Zone to additional land in Westgarth

    Error Corrections to Exhibited Planning Scheme Zone Maps

    • Maps 15 and 18 -  to correctly show the NRZ on both sides of Fulham Road Alphington north of Wingrove Street
    • Maps 1, 4, 8 and 9 - to rectify the inadvertent overwriting of PPRZ and PCRZ zonings from recently approved Amendment C131 to Darebin Planning Scheme
    • Map 14 - to rectify incorrect zoning of part of 1-17 Frank Ford Court Northcote as NRZ (should be all GRZ)
