A new suburb in Preston East - Northland Urban Renewal Precinct

The Northland Urban Renewal Precinct will transform an area of low density industrial sites into a well-connected, people-focused group of urban neighbourhoods that support sustainable urban living.

Context

The Northland Urban Renewal Precinct (NURP) is located in East Preston, and is generally bounded by Albert Street, Bell Street, Murray Road and the Darebin Creek to the east.

In a regional context the area is part of the La Trobe National Employment Cluster, an area of high concentration of jobs as identified in the Metropolitan Planning Strategy, Plan Melbourne.

Changes in East Preston

Economies nationally and regionally are undergoing significant change, and the local Darebin economy in the Northland Urban Renewal Precinct (NURP) is no exception. Darebin is experiencing a shift in the nature of businesses and the types of jobs found locally. This change process is seeing the downsizing of large industrial sites and the movement of large industries outward towards easier freight connections.

Recent demographic forecasts indicate this area will experience significant population growth over the next 15-20 years. The Northland Urban Renewal Precinct has been identified to take a large share of this growth in the coming decades. This trend offers Council the opportunity to set a vision to shape the future redevelopment and create urban neighbourhoods that are strongly connected and easy to walk around.


Working Vision

A business-as-usual approach to urban renewal would likely result in the dominance of residential development, loss of employment diversity and a significant increase in vehicle traffic in the long term. Darebin Council is committed to engaging our community to find solutions to future challenges and to improve the way we do things.

Council has developed a working vision and a set of general principles that can provide a road map for how the NURP could change:

The Northland Urban Renewal Precinct, a place where:

People, their expression of creativity, diverse cultural identity, sharing of knowledge and their health and wellbeing is at the forefront of all considerations in shaping our new urban neighbourhood.

The focus is set on creating sustainable, connected and active places for people.

To assist us in creating a set of guiding principles for the NURP, we utilised 3 frameworks:

In essence these three frameworks break with conventional planning practices, and puts people and the community at the starting point of all design considerations.

Additionally, NURP seeks to achieve 5 strategic outcomes based around:

The three frameworks and how to achieve the five outcome themes was presented to the Office of the Victorian Government Architect (OVGA). The OVGA was very supportive in its report and endorsed Council's approach. The information sheets presented to the OVGA can be found in the document library.

Using these approaches to guide the transformation process, Council’s leadership role will ensure local communities have lots of opportunities to contribute and identify how benefits can be generated.

Structure Plan update

A draft Structure Plan is currently being prepared and will present to Council in mid 2019, with community consultation to follow.

Creative Industries Strategy update

The Creative Industries Strategy investigated a changing economy and recognised the emerging role of creative industries as an employment sector. The strategy recommends a designated precinct that tags on to the uses already occurring south of Bell Street, to attract and strengthen the sector in the renewal precinct.
