Planning Panel Update

A council meeting was held on 9 June 2020 where Council passed a resolution to delay the planning panel hearing for Amendment C186dare. This is because a recently released planning panels interim report for Monash City Council’s Amendment C148mona has provided some recommendations that are relevant to our proposed planning scheme amendment. Council has decided to develop an implementation plan and a land acquisition plan for Breathing Space: Darebin Open Space Strategy to support the increase to the open space levy. It is anticipated that this further work will be developed this year and community consultation will occur in early 2021.

Directions Hearing

A Planning Panels Victoria (PPV) Directions hearing was held on 12 June 2020 where Council's request to adjourn the planning panel hearing was supported. A further directions hearing will be scheduled for December 2020.

Project Summary

Access to open space is essential to health and wellbeing. Melbourne's population is increasing – more people are living in higher density dwellings and the amount of open space we have per person is decreasing. People living in apartments and in subdivided blocks have access to less open space now than we traditionally had in larger house blocks.

Council is proposing to increase the open space levy to ensure Darebin continues to be a great place to live. Council will use the Open Space Levy to improve the existing open spaces and increase open space within Darebin.

Amendment C186 proposes to increase the public open space contribution rate for all subdivisions by amending the schedule to Clause 53.01 (Public Open Space Contributions and Subdivision) and associated changes to Council’s Municipal Strategic Statement (MSS).

A Planning Panels Victoria (PPV) directions hearing was held via teleconference on 16 April 2020. A further PPV directions hearing was scheduled for 29 May 2020.

At its meeting on 24 February 2020, Council considered all submissions made to Planning Scheme Amendment C186dare and resolved to refer all submissions to an Independent Planning Panel.

The proposed Planning Scheme Amendment was on exhibition from 14 November 2019 to 16 December 2019.

On 21 October 2019 Council received authorisation to prepare the amendment to the Darebin Planning Scheme which will allow Council to go through a formal public consultation and exhibition process.

At its meeting on 23 September 2019, Council made the decision to commence a planning scheme amendment to increase the open space levy through the Planning Scheme. View the Council report and attachments(External link).

On 2 September 2019 Council adopted Breathing Space: The Darebin Open Space Strategy. One of the key actions from the strategy is to increase the Open Space Levy.


What’s next?

Council is developing an implementation and a land acquisition plan for Breathing Space: Darebin Open Space Strategy. We will be reporting back to Council later in the year and seeking community feedback on the further work next year.
