Open Space Levy - Planning Scheme Amendment C186


Access to open space is essential to health and wellbeing. Melbourne's population is increasing – more people are living in higher density dwellings and the amount of open space we have per person is decreasing. People living in apartments and in subdivided blocks have access to less open space now than we traditionally had in larger house blocks.

Council is proposing to increase the open space levy to ensure Darebin continues to be a great place to live. Council will use the Open Space Levy to improve the existing open spaces and increase open space within Darebin.


What's happened so far?

On 2 September 2019 Council adopted Breathing Space: The Darebin Open Space Strategy. One of the key actions from the strategy is to increase the Open Space Levy.

At its meeting on 23 September 2019, Council made the decision to commence a planning scheme amendment to increase the open space levy through the Planning Scheme. View the Council report and attachments.

The proposed planning scheme amendment is supported by the Open Space Contributions Review Report (SGS Economics & Planning) which identifies the future open space need of the municipality and provides the methodology and strategic justification for the increased levy.


What’s next?

Council is requesting that the Minister for Planning authorise Council to prepare Amendment C186 to the Darebin Planning Scheme, which will allow Council to go through a formal public consultation and exhibition process. The formal process will enable community members to review the amendment documents and make submissions on the proposed changes to the Darebin Planning Scheme.
